WHO WE ARE
Jesse Bounds, Director of Innovation (832) 393-9095
Jesse leads the Mayor's Office of Innovation that is helping modernize the way the City serves its people. Prior to his current role, Jesse served in various capacities for the City’s executive office, as an Operations Analyst and Assistant Chief of Staff to Mayor Bill White, and more recently as a Liaison to Tax Increment Reinvestment Zones (TIRZ) in Mayor Parker’s Office of Economic Development. He is a Lean Six Sigma Black Belt and led many successful projects across the City resulting in measurable increases in service quality and efficiency. Jesse received his Master of Business Administration from the University of Houston and his Bachelor of Arts in Political Science and International Studies from the University of St. Thomas. In his free time, he enjoys running and spending time with his wife, Gloria and their two sons.
Steven David, Performance Consultant (832) 393-0985
Steven is part of the team that will help departments improve aspects of their business to better serve the citizens of Houston, and to better utilize tax-payer dollars. Prior to coming over to the Office of Innovation, Steven worked on Mayor Parker’s Executive Team as an analyst and general problem solver. He then moved to the Mayor’s Office of Economic Development where he helped manage the City's Tax Increment Reinvestment Zones,and was a part of the negotiating team for economic incentive packages. In his free time, Steven continues to work with political candidates and parties across the nation to better understand and utilize technology. Also, he likes to play video games (#xboxforlife), watch The West Wing, and travel with his wife.
Annie Pope, Policy Advisor (832) 395-3214
Annie works with the Innovation team on a variety of projects aimed at helping the city use data to better serve its citizens. Prior to coming to the Mayor's Office, Annie received a Master of Public Administration from Columbia University's School of International and Public Affairs. During that time, she also worked in the New York City Mayor's Office of Immigrant Affairs, and as a public policy fellow for the Citizens Budget Commission, a nonpartisan, nonprofit organization pursuing constructive change in the finances and services of New York City and State. Prior to graduate school, she served as Assistant Director at the Council on Foreign Relations in New York. In her free time, Annie enjoys exploring the multitude of culinary and outdoor adventures Houston has to offer.
